List a branch's guard exemptions GET

The login roles, by name, that the branch's "guard login roles" switch leaves alone: on a protected branch with `guard_logins` on, they may still change the schema. Sorted by name (byte order). A new branch copies its parent's.

Exempt a login role from a branch's guard PUT

Adds `role`, by name, to the branch's guard exemptions (idempotent). The role need not exist: a role dropped and made again in SQL keeps its exemption, a renamed one loses it. Reconciles the branch's guard.
