Delete a member's personal login

DELETE

/v1/databases/{id}/personal-logins/{member_id}

Any status. The member themself, a tenant admin, or an Admin of the database's project may; for anyone else the login doesn't exist (404). The proxies forget it at once and each branch drops the role.
