Delete a member's personal login DELETE

Any status. The member themself, a tenant admin, or an Admin of the database's project may; for anyone else the login doesn't exist (404). The proxies forget it at once and each branch drops the role.

Change the instance's settings PATCH

Open sign-up lets anyone sign up; they start with no access. Self-hosted only.
