Delete a team

/v1/teams/{team_id}

Its members lose what it gave them (their own grants stay), checked first on each member's remaining access as any team write is. Their personal logins that stop qualifying are revoked, and every branch of the team's projects reconciles its member roles. One team_deleted access event naming the members it reached.

Its members lose what the team gave them there, checked first on each member's remaining access. Also 204 when the team had no grant there (nothing is written).
